A practical guide to passing CII R01 — covering the exam format, all 11 learning outcomes, where the multiple-response questions sit, study strategy and the most common mistakes candidates make.

How to Pass CII R01 (2026): Study Guide and Exam Tips

R01 — Financial Services, Regulation and Ethics — is the first unit most candidates sit in the CII Diploma in Regulated Financial Planning. It covers how UK financial services work, how they're regulated, and the ethical standards advisers must meet.

It's a broad exam. Eleven learning outcomes, 100 questions in 2 hours, and a syllabus that stretches from the structure of the UK financial services industry to FCA enforcement powers to the ethics of remuneration conflicts. The pass mark is 65%, but the breadth of the syllabus means you need to study widely — not just deeply.

This guide covers the exam format, what each learning outcome tests, where candidates lose marks, and how to build a study plan that gets you through.

📋 R01 Quick Summary

  • 100 questions in 2 hours: 87 standard multiple-choice + 13 multiple-response
  • Pass mark: 65%
  • Multiple-response questions: only in LO6 (5 questions) and LO7 (8 questions) — "select all that apply"
  • On-demand exam: book almost any day, sit at a test centre or online with a remote invigilator
  • Heaviest learning outcome: LO5 — 29 questions on the regulators' responsibilities

R01 Exam Format

R01 has 100 questions in 2 hours. That's 72 seconds per question on average — tight enough that you need to manage your time, but not as extreme as some CII exams.

The 100 questions break down into two types:

  • 87 standard MCQs — four options, one correct answer
  • 13 multiple-response questions — "select all that apply" from a list of options. These are marked all-or-nothing: you must select every correct option and no incorrect ones to get the mark. Partial credit is not awarded.

The multiple-response questions only appear in two learning outcomes:

Learning OutcomeStandardMultiple ResponseTotal
LO6: Principles and rules in the regulatory framework459
LO7: Regulatory advice framework5813
All other LOs78078

This matters for your study strategy. LO6 and LO7 together carry 22 questions — over a fifth of the exam — and 13 of those are multiple-response, which are harder to get right. These two outcomes deserve extra practice time.

The 11 Learning Outcomes: What Each One Tests

Here's a breakdown of all 11 learning outcomes, ordered by question count. The numbers tell you where to spend your time. For a deeper dive into each one — what to revise and what the exam tests — see our R01 revision guide.

LO5: The financial regulators' responsibilities and approach to regulation — 29 questions

This is the single biggest learning outcome in R01, worth nearly a third of the exam. It covers FCA and PRA responsibilities, the Senior Managers and Certification Regime (SM&CR), enforcement powers, the Financial Ombudsman Service (FOS), the Financial Services Compensation Scheme (FSCS), and how complaints are handled.

The detail here is enormous. You need to know FSCS compensation limits, FOS award limits, the difference between the FCA's Principles for Businesses and its detailed rules, and how the FCA uses its enforcement powers (including fines, public censure and criminal prosecution for market abuse).

LO7: The regulatory advice framework — 13 questions (5 standard + 8 multiple response)

This is the most multiple-response-heavy outcome. It covers the advice process from start to finish: suitability, know your customer, product disclosure, and the Consumer Duty. Many questions present a scenario and ask which steps the adviser should take — and because they're multiple-response, you need to identify all the correct steps.

LO2: How the retail consumer is served — 12 questions

Products and services available to retail consumers: savings, investments, pensions, protection, mortgages. You need to know the key features and tax treatment of each product area at a high level.

LO6: Principles and rules in the regulatory framework — 9 questions (4 standard + 5 multiple response)

Applying FCA rules in practice: conduct of business, client money, inducements, financial promotions and conflicts of interest. Expect scenario-based questions where you must identify which rule applies to a specific situation.

LO3: Legal concepts relevant to financial advice — 9 questions

Contracts, negligence, fiduciary duty, trust law, data protection and anti-money laundering. This outcome catches candidates who treat it as background reading — the detail on AML obligations and data protection requirements is testable.

LO9: Principles and outcomes-based regulation — 7 questions

How the FCA uses principles-based regulation to promote fair outcomes — particularly the Treating Customers Fairly (TCF) outcomes and their relationship with the Consumer Duty.

LO1: The UK financial services industry — 6 questions

The structure of UK financial services in its European and global context: financial markets, the role of the Bank of England, government influence on the economy, and the impact of international bodies.

LO4: Regulation of financial services — 6 questions

The history and structure of UK financial regulation: the Financial Services and Markets Act 2000, the regulatory perimeter, exempt persons, and the Treasury's role.

LO8: Skills required when advising clients — 4 questions

Communication skills, listening, questioning, building rapport, handling objections and status disclosure. This is the smallest LO by question count, but the multiple-response question on status disclosure is a classic exam question.

LO10: Ethical and professional standards — 2 questions

Applying the CII Code of Ethics and professional standards to business behaviour. Small in question count but straightforward if you know the ethical principles.

LO11: Ethical vs compliance-driven behaviours — 3 questions

The distinction between doing what's right (ethics) and doing what's required (compliance). These questions test whether you understand why ethical behaviour goes beyond regulatory compliance.

Study Strategy: Where to Focus

Start with the big outcomes

LO5 alone is 29 questions. If you score well on LO5, you've already secured nearly a third of the exam. Combine that with strong performance on LO2 (12 questions) and LO7 (13 questions), and you've covered over half the paper.

Give extra time to LO6 and LO7

These are the only outcomes with multiple-response questions. The all-or-nothing marking means a near-miss counts the same as getting it completely wrong. Practise these question types specifically so you're used to the format before exam day.

Don't neglect the small outcomes

LO10 (2 questions) and LO11 (3 questions) are small, but they're also straightforward if you've studied them. Five easy marks are five easy marks. Don't skip them.

Use the study text's bold keywords

The CII study text emphasises key words in bold: maximum, minimum, main, most, normally, usually. Negative wording is in capitals: NOT, CANNOT. Train yourself to spot these in the question — missing a bold "NOT" is one of the most common reasons candidates choose the wrong answer.

⏱️ Time management tip: you have 72 seconds per question on average. If a question is taking too long, flag it and move on. Come back to flagged questions after you've answered everything else — changing one wrong answer to a correct one could be the difference between passing and failing.

Common Mistakes to Avoid

Underestimating the breadth. R01 has 11 learning outcomes spanning financial markets, regulation, legal concepts, ethics and the advice process. Candidates who study deeply on a few topics but skip others find that the exam tests everything.

Ignoring the multiple-response format. The 13 multiple-response questions in LO6 and LO7 are harder than standard MCQs because you must get every option right. Practise them until you're comfortable with the "select all that apply" format.

Memorising without understanding. R01 tests application, not just recall. Questions like "What should the adviser do in this situation?" require you to understand the principle behind the rule, not just recite it.

Not doing timed practice. Two hours for 100 questions is manageable but not generous. Candidates who only do untimed practice are surprised by the pace on exam day.

Misreading emphasis words. The CII uses bold and capitals deliberately. If a question asks what an adviser should "normally" do, the answer is the standard approach — not the exception. If it asks what an adviser must "NOT" do, check you haven't selected the opposite.

How R01 Fits Into the Diploma

R01 is one of five units in the CII Diploma in Regulated Financial Planning:

  • R01 — Financial Services, Regulation and Ethics (this unit)
  • R02 — Investment Principles and Risk
  • R03 — Personal Taxation
  • R04 — Pensions and Retirement Planning
  • R05 — Financial Protection

Most candidates start with R01 because it provides the regulatory foundation that the other units build on. If you understand how the FCA regulates advice and what the Consumer Duty requires, the product-specific units (R02–R05) make more sense.

R01 and R02 are the longest exams: 100 questions in 2 hours each, including multiple-response questions. R03, R04 and R05 are 50 questions in 1 hour. R05 has no multiple-response questions and a 70% pass mark; the other four need 65%.
