LO5: The Financial Regulators' Responsibilities — 29 Questions
This is the biggest outcome by far. You need to know the detail, not just the concepts.
Key areas to revise:
- FCA and PRA objectives. The FCA has three operational objectives (consumer protection, market integrity, promoting competition) and one strategic objective (ensuring markets function well). The PRA focuses on the safety and soundness of firms.
- The Senior Managers and Certification Regime (SM&CR). Know which roles are senior management functions, what the certification regime covers, and the conduct rules that apply to all staff.
- FCA enforcement. The FCA can fine, publicly censure, ban individuals, withdraw permissions and prosecute criminal offences. Know the distinction between regulatory action (civil) and criminal prosecution (e.g. for insider dealing — maximum 10 years' imprisonment).
- The Financial Ombudsman Service (FOS). Jurisdiction, time limits, complaint handling, award limits and the binding nature of decisions on firms (but not on complainants).
- The Financial Services Compensation Scheme (FSCS). Compensation limits by product type — deposits, investments, insurance, home finance. These figures are frequently tested.
- Complaint handling. The 8-week rule, the requirement to send a final response, and when a firm can send a summary resolution communication.
💡 Revision tip: make a one-page summary of all the specific figures in LO5 — FSCS limits, FOS limits, complaint timescales, insider dealing penalties. Review it the day before your exam.

LO7: The Regulatory Advice Framework — 13 Questions (5 Standard + 8 Multiple Response)
This is the most multiple-response-heavy outcome. Eight of its 13 questions require you to select all correct options.
Key areas to revise:
- The advice process. From initial contact through fact-finding, research, recommendation and review. Know which steps are required and which are best practice.
- Suitability. What makes a recommendation suitable, the difference between advised and non-advised sales, and the record-keeping requirements.
- The Consumer Duty. The four outcomes (products and services, price and value, consumer understanding, consumer support) and how they apply to the advice process.
- Product disclosure. What must be disclosed, when, and in what format. Key Information Documents, suitability reports and the distinction between personalised and non-personalised communications.
Multiple-response strategy: these questions often present a scenario and ask which of several actions the adviser should take. Read all the options before selecting — the difference between getting 3 out of 4 right (zero marks) and getting all 4 right (one mark) is usually the option you didn't think was relevant.
LO2: How the Retail Consumer Is Served — 12 Questions
Key areas to revise:
- Product types. Savings, investments, pensions, protection, mortgages — know the key features, risk profile and tax treatment at a high level.
- Workplace pensions and auto-enrolment. Eligible jobholders (aged 22 to state pension age, earnings above the trigger), employer duties and opt-out rights.
- The difference between insurance and assurance. General insurance vs long-term insurance, risk pooling and the principle of utmost good faith.
- Investment wrappers. ISAs, pensions, general investment accounts — tax advantages and contribution limits.

LO6: Principles and Rules in the Regulatory Framework — 9 Questions (4 Standard + 5 Multiple Response)
Key areas to revise:

- Conduct of business rules. Client categorisation (retail, professional, eligible counterparty), best execution, suitability and appropriateness.
- Client money. The rules around holding client money, segregation and the client money distribution rules.
- Conflicts of interest. Identifying, managing and disclosing conflicts. The relationship between conflict management and the Consumer Duty.
- Financial promotions. The rules on communicating financial promotions — who can approve them, what they must contain, and the distinction between real-time and non-real-time promotions.
LO3: Legal Concepts — 9 Questions
Key areas to revise:
- Contract law. Offer, acceptance, consideration, capacity. The difference between void and voidable contracts.
- Negligence and duty of care. The elements of a negligence claim and how they apply to financial advisers.
- Fiduciary duty. What it means, who owes it, and how it differs from a duty of care.
- Trust law. Types of trusts, the roles of settlor, trustee and beneficiary, and their use in financial planning.
- Data protection. The key principles of data protection law and their application to financial services firms.
- Anti-money laundering. The three stages of money laundering, suspicious activity reports, and the offence of tipping off. This is a classic exam topic.
LO9: Principles and Outcomes-Based Regulation — 7 Questions
Key areas to revise:
- Treating Customers Fairly (TCF). The six consumer outcomes and how they relate to the FCA's principles.
- The Consumer Duty. How principles-based regulation has evolved from TCF to the Consumer Duty, and the higher standard of care it requires.
- Outcomes-based vs rules-based regulation. The advantages and disadvantages of each approach, and why the FCA uses a combination.
LO1: The UK Financial Services Industry — 6 Questions
Key areas to revise:
- Financial markets. The money market, capital market, foreign exchange market, derivatives market — know what each one does and who uses it.
- The role of the Bank of England. Bank Rate, monetary policy, the Monetary Policy Committee, financial stability.

LO4: Regulation of Financial Services — 6 Questions
Key areas to revise:
- The regulatory framework. The Financial Services and Markets Act 2000 (FSMA), the regulatory perimeter, what is and isn't a regulated activity.
- Exempt persons. Who is exempt from regulation and why (e.g. appointed representatives).
- The Treasury's role. How the Treasury sets the regulatory perimeter and its relationship with the FCA and PRA.
LO8: Skills Required When Advising Clients — 4 Questions
Key areas to revise:
- Communication skills. Active listening, questioning techniques, building rapport.
- Status disclosure. What an adviser must disclose at first contact — this is a classic exam question and sometimes appears as a multiple-response question.
- Handling objections. Techniques for dealing with client concerns during the advice process.
LO10 and LO11: Ethics — 5 Questions Combined
Key areas to revise:
- The CII Code of Ethics. The core principles: acting with integrity, acting in the best interest of each client, providing a high standard of service.
- Ethical vs compliance-driven behaviour. Compliance means following the rules. Ethics means doing the right thing, even when the rules don't specifically require it. The exam tests whether you understand the distinction.
- Conflicts of interest and remuneration. How ethical behaviour requires managing conflicts, including when the product that pays the adviser most is not the most suitable for the client.

Exam Day Tips
- Read every word carefully. The CII uses bold for emphasis (maximum, minimum, normally) and capitals for negatives (NOT, CANNOT). Missing these changes the answer.
- Don't dwell. If a question is taking too long, flag it and move on. Come back after you've answered everything else.
- Check your multiple-response answers. These are in LO6 and LO7. Before submitting, double-check that you've selected all the options you intended — and only those.
- Use remaining time to review. Go through every question again. Changing one wrong answer to a correct one could be the difference between passing and failing.
